What is (and isn’t) bullying?

Bullying (definition)

Repeated and unreasonable behaviour directed at an individual or group that creates an OHS/WHS risk.

Not bullying — reasonable management action

Reasonable management action carried out in a reasonable manner is not bullying or harassment.

  • Examples: performance appraisal, counselling for under‑performance or unacceptable behaviour, suspension/stand‑down, disciplinary action, modifying duties, transfer/demotion, investigation into alleged misconduct, or referral for a health assessment.

However, these actions might constitute bullying if there is no reasonable justification, or if they are conducted in an unreasonable manner.
